RE: Another police shooting. White on black. Not good.
Eye witness states that they saw the officer and Scott struggling for Taser on the ground. Officer's dashcam mic picks up the officer yelling Taser, Taser, Taser. Taser wires are visible in the slow frame picture of the "video".

According to Case Law, Tennessee v Garner in 1985,....your question means absolutely D*CK!
First of all, you're roughly 27 pages too late to act like I'm not aware of the standard decided in Tennessee v. Garner, so bless your heart for thinking you're adding to the discussion at this point. You're not.
The facts surrounding the case, while perhaps not pertinent to the criminal proceedings of this specific officer, are absolutely pertinent to formulating public policy and legislation to prevent things like this from occurring. Pointing to Tennessee v. Garner as if it absolves those policies in the court of public opinion is ludicrous, and public opinion defines public policy/legislation. I know that's a lot of words to read, so in case you're confused, I've attached a helpful little video to explain how this all works.

Ha. My point applies you're just too much of a child to use logic. So far all you have shown is emotion. But with all of your progesterone and estsrogen it is what it is with you.

Calling me a child and misspelling estrogen doesn't just absolve you of the fact that you were absolutely mistaken and wrong about my intentions regarding the facts of this shooting.
