They don’t even need to play Hawai’i to qualify. Look at section (k) below, all ND, or anyone else interested, is to schedule a game in Hawai’i, Puerto Rico or Alaska against whoever they want to play in an interesting, made for TV matchup, and and then cut a deal with a local school like BYU-Hawai’i, Puerto-Rico Mayaguez or Alaska-Anchorage to pay them enough $$$ to have that local institution sanction the matchup as being “under the sponsorship” of the local school, who doesn’t even have to have a football team. While finding a venue in Alaska seems unlikely, you could probably find plenty of teams interested in week zero games at UH’s stadium and/or at a suitable venue in Puerto Rico (not sure about the stadium the Expos used temporarily, or the infrastructure after the hurricane, but an influx of tailgating tourists couldn’t hurt.) You could have Thursday, Saturday And Monday games in both sites in week zero and week 1 and get 12 teams with a 13th game, and if Hawai’i wanted they could theoretically sponsor matchups involving P5 vs P5 schools every weekend they were on the road, and condition their “sponsorship” of those games at their stadium but not involving them with a future home and home guarantee from each participant, so during the regular season they’d generate more cash and build up their own future OOC SoS.
