The precise question is why would a league that sponsors FCS football allow a school to play FCS football in a different conference?
Navy and Army can't play their football in the Patriot league, since the Patriot league sponsors FCS Football and they play FBS Football. The notable exception to a conference sponsoring the football played by a member while the member does not play football in the conference is Notre Dame ...
... and even for Notre Dame, the agreement is that if they do join a conference for football, they will join the ACC. So not even Notre Dame is allowed to join a different conference when their conference sponsors the football that they play.
In FCS, the best example is Fordham, LaSalle, Duquesne, and Dayton when the A10 sponsored football. This was the case of those programs not offering scholarships. If the A10 still sponsored football, then I believe Fordham would have to be a member since they now offer them.
I believe the MVFC is a different entity from the rest of the league, but similar regarding Drake.

People have brought up numerous schools in conferences with football having their football teams not play in conferences, and whether those are in fact relevant comparisons.

The question is, why would "UIW to the WAC, football only" be acceptable/ attractive to the Southland, or to UIW? (The WAC gets their 8th football member that they want).
Why would the Southland, which is scrambling for football schools to keep operating in the event of a defection, basically authorize a defection?
And why on earth would Grambling or the SWAC want Grambling to play football in the Southland?

No real update but these are the most recent comments that we have seen on the Southland. What’s interesting is that they think they can be an even tighter geographic conference

Burnett said long-term planning that began in January will have more clarity this summer, perhaps in June. That includes possible expansion, although there appear to be no imminent candidates. The Southwestern Athletic Conference (SWAC) is the closest FCS league geographically.
“This is a league that whatever changes we’ve gone through, we’ve come out of it in a good spot,” Burnett said. “There’s a lot of confidence we can do it again. Since January, I don’t know if I can recall such a good spirit of cooperation among our ongoing members. That’s been refreshing. What we’re focused on is institutions in our geography. There’s an opportunity to tighten our geography more so than previously. We can find some new members to come in and help lift this conference.”

Sounds to me like they think they can get the foursome of Grambling, Southern, Texas Southern, and Prairie View. With both conferences being bus leagues, that would help the two Texas schools (no trips to Florida, Alabama, and Mississippi), and probably Grambling. Travel would probably be a slight improvement for Southern, as there are 4 Southland schools in south Louisiana. Their longest trip would be to Corpus Christi, rather than to Daytona in the SWAC.
HBCU culture is strong. I have a hard time seeing the two Texas schools leaving the SWAC without Grambling and Southern. The four HBCUs together in the Southland would allow them to retain more of that culture together while reducing travel costs. I think it's still a stretch to see any of those four leaving what is now the leading HBCU conference.
But, the Southland believes there is a chance. Or they are at least acting like it.

Just adding status of SLC come July 1st:
Team Sports
Football, Women's Soccer: 6 schools
Softball: 7 Schools
Men's and Women's Basketball, Women's Volleyball, Baseball: 8 schools
Individual Sports
Men's Tennis, Women's Golf: 4 schools
Men's Golf : 5 schools
Women's Tennis, Men's and Women's Track & Field (indoor and outdoor): 7 schools
Men's and Women's Cross Country: 8 schools
The SLC loses coverage of three individual sports.
The Big Sky also looks to be down to four Golf schools. I think a partnership with them makes the most sense.

For a once a year trip? Not at all. Binghamton could leave the Men's Golf association they have had for many years, for an unstable conference, sure. But why?
Or they could drop the sport. Or, as suggested, Big Sky could add the Southland as affiliates (or vice versa)

The MEAC is losing 3 of its 7 men's golf schools. I know Chicago State has been mentioned as a possible affiliate. Binghamton may want to consider that too. Francis Marion is another possibility.

This lines up with my previous reporting...the Southland hasn't attempted to really start serious conversations with any D-II teams until they felt like they had completely exhausted D-I options, and they were going to swing at PVAM, Grambling and Texas Southern (they also swung for Louisiana-Monroe, but that went about as you'd expect).
They can try all they want, but I haven't talked to a single industry source that expects them to be successful. The SWAC schools will straight up make more money in the SWAC than the Southland.
