If there is a reasonable expectation that charges may be filed, then yes, it can be.

I think Bill Clinton is a target by the left now as the #MeToo movement finally nails him with Epstein. I think Nancy Pelosi was given a hint to voters of both parties to expect that their favorite politician and celebrities get charged in this whole mess.
