North Texas is doing what it can with the hand we have. Our location, size, and strong regional economy provide nice us some nice advantages. We are increasing pay, budgets, and building facilities to rapidly overcoming years of neglect by past administrations.
Like other G5 programs, we are trying to build the best program we can, and let the chips fall where the may. It's still early, but according to 247Sports, North Texas currently has the top ranked recruiting class among all G5 programs for 2020. I'm sure the numbers will change by February, but it does show the improvement in recruiting, and is a testament to new higher standards at UNT.

Your list is wrong. Charlie Strong makes 2.5M at USF. This is per his contract which is easily accessible via a simple google search.

Strong was actually paid about $1m from USF in 2017 and 2018, as he was getting severance pay from Texas at the time. This year, and for the next three years, it does go up to $2.5m.
This past October, when USF was like 5-0, the St Pete Times ran a story saying Strong's deal was one of the best values in FBS. I have been skeptical of Strong since day one and wasn't buying the fluffy record based on what the prior coach had built and the weak schedule. The rest of the season confirmed my fears.
Hopefully, Strong will prove me wrong this season and going forward, but I am not optimistic. He has been a Strong recruiter, which is half of the ballgame. But the other half is actual coaching. There's a reason Texas was willing to pay him $10m in severance to be rid of him.

That's a big investment in a coach with some good achievements (18-9 overall record) but also some significant question marks (blowout losses in 3 bowl/conference title games). A close look at his record leaves me to believe that he is very good at beating bad teams - not a slap, btw, that is an underrated ability - but struggles against those at the same level.
So IMO this kind of investment is a risky one, but hey, nothing ventured nothing gained.
It's an investment in "the job" at UNT

I’m super honest and admit I’m just an A&M fan when I could absolutely lie to everyone here and say I’m a grad and none of you would ever know otherwise. In fact I’m certain there are many on this board who do just that. But I choose to be honest about my affiliation in the name of fair discussion here. IE the exact opposite of what Todge does which is crapping all over others while refusing to tell us where he went, most likely because he went to a D3 school and no one would take his opinion seriously because of it.
But since you brought it up:
Remind us all, for those who don’t know, why your handle is P5PACSEC and wouldn’t cop to being a Tech fan until you were called out on it?

outside of the SEC SEC SEC the Big 12 is the conference that has the lowest academic subsidies (including student fees or required ticket purchases) and the Big 12 members are all trying to get theirs to zero sooner than later
the PAC 12 has some of the highest subsidies, but the ACC has the teams that on average have the most
the Big 10 does well, but they have a couple of outliers that should be ashamed that they have any at all much less as high as they are
really the SEC SEC SEC has a couple that should be ashamed as well, but that is just acceptable in most of their states so it is what it is
at some point the amounts that many G5s are spending will become an issue for them and it will probably happen relatively quickly when it starts to happen and it might even be set off by people looking at the P5 programs in their states first and asking why some of those have any academic money being spent

really the SEC SEC SEC has a couple that should be ashamed as well, but that is just acceptable in most of their states so it is what it is
at some point the amounts that many G5s are spending will become an issue for them and it will probably happen relatively quickly when it starts to happen and it might even be set off by people looking at the P5 programs in their states first and asking why some of those have any academic money being spent
So far the only 2 schools to move their FB down are UConn and Idaho over cost.
last I checked UConn has not moved any sports down from D1-A perhaps you could link us to the article that reports that happening
and Idaho did not move down because of cost they moved won because they had a very poor administration that really has no clue and did not feel like caring about sports
it did not help that they had no conference and were far away from all the other independent programs....they were far from paying the high end of athletics subsidies or even being at the high end of the % of subsidy relative to total budget
plus there have been a ton pf programs that have dropped down or dropped football over time and that often happens in spurts when multiple teams decide they cannot compete or when conferences fall apart as they lose members
there are administrations in the AAC that have stated publicaly that their subsidies are not sustainable so that should say they are probably not sustainable
