Second shot, you can’t see he is off to the side because the vehicle momentum carried it further away from him. So definitely not in any danger when he fires the second shot.
And here is the third shot where the car is damn near past him. Definitely in zero danger and still shooting.

2. We have no idea why she was there. One report I read had an eyewitness who said she stopped because multiple ice vehicles were flying around (one got stuck in a snowbank which led to the incorrect report of a “ramming”)
