Why is there "required Congressional oversight" when we have had only 5 declared wars in history, yet over 100 other occasions, sometimes prolonged, where actions such as this were taken by the feds for the safety of all citizens?

You said "no obligation" to show evidence of criminal activity, then in the next sentence said "required Congressional oversight." That sounds like you want someone other than the Executive branch to authorize or oversee it. Sorry, drug boats don't wait on Congressional approval to run drugs into the country.
