The answer on UC Davis and Cal Poly is No, No and definitely No.
They are in the Big West, which except for one strange UCSB alumni, is pretty much a final destination conference for California public schools not in FBS. The causeway classic ties UC Davis and Sacramento State. They have no reason to leave the Big Sky, and the Big Sky has no provision in their bylaws to remove a football associate in good standing. Shedding North Dakota means the schedule is bit tighter.
Nobody in the Big SKy is going to trade games against Eastern Washington, Montana, Idaho and Weber State for the likes of Tarleton State, Dixie State, Augustana, Asuza Pacific or whomever else they dredge up.
There is also the stability issue. In the Big Sky the future is secure for the next many decades. In the WAC who even knows which schools will still be members in ten years.

Msu Denver is going through the same process Dixie State did. The feasibility test takes 18-24 months and if they are in favor of it then they can simply move up to the WAC. Basically the WAC asking the schools to look into moving to division I is their invite

There is absolutely no evidence that the WAC is bringing back football. If it does NMSU will not be an FCS team since that is what most people are speculating that if football is brought back that it would be FCS.

After looking at their facilities they seem to be at D1 level. The arena is really nice, the baseball field is really good. Now the academic side of things....they are lacking compared to the rest of the WAC. No doctorate degrees offered and only 1 Master degree with 2 more coming soon. They have nothing in common except the need for a conference home.

As for the timing of Dixie State moving up, I think it will be July 2020. Cal Baptist announced two years ago at this time, spend one last year in D-II. On the other hand Grand Canyon announced on November 2012 and joined July 2013. But I think being a public school Dixie will be more deliberate. Also joining immediately would put their football at risk of having no games in 2019 - nobody at Dixie State wants to repeat what happened to Hampton.
Yah, 2020 is CSUB's exit date. One out, one in, sounds right.

Central Washington could help alongside Mesa, Utah Valley, Dixie State and GCU as a central core which bridge Seattle U. to the eastern schools.
I would imagine Tarleton State to the WAC announcement could be soon as well. This would give Dixie State another game.
Angelo State, West Texas A&M and Midwestern State could help fill in the void.

Augustana would be a steal for the WAC. The conference leadership should try every effort to help Seattle, UMKC, & Chicago State from a geographic standpoint. Drury, Metro State, & Tareleton St I hope can be those choices. Another addition between now and June would make the WAC stable hopefully.

Fair enough. Just seems like such a broad topic especially when multiple schools are known to be invited with them. Either way, glad to have Dixie State coming. For future football sponsorship, basketball and more. And I had no idea how perfect their facilities already are. They received a $1mil donation during the press conference to rebuild their softball stadium too
