And if ESPN doesn’t write those checks, will the ACC be last in pay? Seems unlikely ESPN would write any checks without getting consolidation benefits. Particularly now that it’s needing matchups to compete against 3 BIG OTA.

As someone else noted, the B12 also lost CO.
That aside, I don't think anyone doubts that ACC is likely to lose FSU and Clemson (and maybe Miami) sooner than 2036.
As to whether Cin, WV, and UCF go to the ACC, or Pitt, Syracuse (and maybe BC) go to the B12, is anyone's guess. Though I think USF and Memphis come along on that ride, which ever direction it goes.

Again, which ACC is calling- the one now, which makes peer money and is an afterthought in ratings without Clemson/FSU, or the rump ACC after the looming P2 departures are executed?

But CU was a P5 to P5 move. One long coming.
Everything else has really been P5 to P2. OUT. NU. A&M, MU. Maryland. USC, UCLA. All despite many attempts otherwise
That consolidation hit Big 12 first inherent to Big 12 being a corporate marriage, but the consolidation driven poaching itself is not

The look in is the stupidest thing in a contract I have ever heard of. It’s just a thing where the ACC can say “Pretty, please increase our contract.” And ESPN of course says no. I have no idea why the ACC actually thought these look ins were a good idea.
The only way the look in would have helped the ACC is if it said that ESPN was required to increase the ACC’s tv contract if the ACC met certain tv ratings criteria. But the look in as it’s written is a completely meaningless joke.
