Thank God someone with inside knowledge has spoken. Having given it as a declarative fact, you have put the issue to rest.
If we don't do it now there will be a better chance of the 13" Color Tube TV coming back than us ever having an OCS.

Agreed. The time to step up and move on campus is now. Who is the last program to receive an invite to a P5 conference that played its games in a municipally owned stadium? Maybe Miami in 1991… and we aren’t them.
The Liberty Bowl sucks… it just does. We’ve repeatedly tried to put a shine on that turd, and we continually watch as we’re passed by other schools. We’re like Wooderson from ‘Dazed & Confused’. We are where we are because we have tried to sell ourselves on what we could be with investment, instead of investing & making ourselves desirable.

Technically there has only been a Power 5 since 2013, when the Big East collapsed. If you are counting BE schools that were picked up by the P5, Pittsburgh was one of those schools and it plays at Heinz Field. Otherwise the four teams just added to the B12 are the only teams ever added to the P5.
If you are going to count the BE as a BCS ( “P6”) conference, it added South Florida in 2005 while it played in Raymond James Stadium.

And they added us before they lost their power status. But the spirit of the question is of course the top 5 conferences. The BigEast was seen as a little brother, desperate for adds because of the raid by the ACC and BigX shortly before we got chosen, so that doesn't count.
