I think you are spot on, but neither political party seems interested. Bernie says he wants to grow small business, but then proposes tax and regulatory policies that will convince anyone not to start a business here in the USA. Republicans used to be the party of Main Street, but they simply aren't any more.

Surely there is somebody out there who sees this and is smart enough politically to put a campaign together around it and is egotistical enough that he/she is willing to put his/her family through the process. But whoever it is, I don't see him/her right now.
