I think that if Corey Lewandowski was charged with assault for the March 10, 2016 incident with Michelle Fields, a reporter for Breitbart News, there is the same basis to charge Maxine Waters for this one.

It's clearly assault. I don't agree with the reporter for filing the charges, but any of you, in anger, simply lay your hand on someone with whom you're having such a discussion and you can be charged.

It's assault if you attempt and fail to put your hands on someone without their consent. It's Assault and Battery if you actually do make physical contact.

If she made any motion towards the other woman to make contact, it's assault.
