What about Kevin Mouhon? I thought he was a 5*. He had offers from Ohio State, Notre Dame, Florida, Penn State, Nebraska, Florida State, Oregon, Auburn, etc.
He was a 4* but dropped to a 3* after struggling throughout the week at the Army All-American Bowl in early January about a month before he signed.

I don't follow the recruiting service ratings much, but would Gino be part of that list?

I hate to count on anything before there's a signature on the dotted line, but I'm starting to see this as a groundbreaking commitment. We've had highly rated transfers and frosh and gotten guys with some other very impressive offers like OSU, ND and UM, but to my recollection I'm not sure we have had anybody commit with as many quality "actionable" offers as Josh commit to us directly out of hs. Any thoughts?
And I mean no disrespect by dreaming he'd slip to second if we were able to land Hawkins as well....

It is pure economics. Players get more stars when they commit to schools whose fans buy a lot of the recruiters' magazines/services. They need to keep the subscribers happy, so they give their schools' recruits higher ratings.

Hawkins feels like the one that could break the whole recruiting thing wide open. If he commits to UC I'd love to know what would go through Urban Meyer's head. Or for that matter the coaches at MSU, UK, UL etc.
It seems like there is enough talent in Cincy to field a team good enough to win the AAC with just local players. That's the major difference that I see between UC and a program like Boise State. Obviously BSU has access to a ton of talent in California, but that's nothing like having so much D1 talent literally in your backyard.
Fickell just feels so different than our previous three successful coaches. Fickell seems like ALL coach and NO corporate ladder climbing ass kisser. I don;t expect him to end his career here, but I think he'll be here lnger than 4 years and he'll build something special in the process.

There has always been enough talent locally/regionally to kick ass and take names. You just have to work the sale versus sitting by the phone waiting to take an order.
Our last HC preferred easy livin' on lower tiered southern guys who were picked over and were rather than having to put in the work and time to actually fight for recruits here.

I think what happens is this... The Recruiting Services do have their own staffs to analyze things, but they also count on the College coaching staffs' eyes and senses. So if a kid is pulling down offers from "the big boys" (Michigan. Ohio State, Alabama, Clemson, etc...) they are swayed to think more highly of a kid than even on their own because "the guys who know" think that recruit is "hot."
Likewise, if a kid gets passed over by the 'Bamas, Clemsons, and Meechegans of the CFB world...or doesn't sign with them...they tend to think that there must be something wrong with the kid, so they drop the rating. It's pretty well documented across a bunch of programs: a kid is rated "3 Stars" and signs with 'Bama, and suddenly is re-rated at "4 Stars." Or a kid is rated "4 Stars" and signs with a MAC program and gets re-rated to "3" or even "2 Stars."
In the end, the "Stars" don't really count. I'd rather have "the right" kids in at "2 Stars" then have the wrong "4 Star" kid in who is disruptive and may never see the field.

There's definitely a sentiment of "Hell if Saban signed the kid we must not have evaluated him properly."
The bigger issue is the t-shirt schools have a huge fan base, and an article on a Scout, Rival's or 247 Board saying Notre Dame (for example) gets a commitment from a 5-star gets a lot more clicks than the one saying they inked a 3-star. Like everything follow the money.
