Because the Confederate flag in Oklahoma's case is part of a 14 flag historical display of all of the historical flags flown over parts of OK. In SC, its just the Confederate flag.

It was approved by the overwhelming majority. Like Tom said, because they re branded it as a historical monument. This after one woman sued the state.
