A) It's not been clinically proven to work. So saying its been developed is hopeful but not proven true at the moment. They're still developing it. During development of all vaccines there are points where they think they have a cure, but then under testing its shown to not be successful like they first thought.

Experts are saying that even if its done and figure out, it'll still be 8 months or longer till something could be distributed.
