A state's population doesn't matter much in regards to recruiting if the sport you are trying to recruit does not have a strong HS talent pool to choose from.
Massachusetts (12 plays) and Connecticut (6 players) produced just 18 Div I signees TOTAL in this past recruiting class.
Those states will never produce a lot of college FOOTBALL recruits just like some states in the south will not product a lot of college HOCKEY recruits.

Those numbers are somewhat skewed because they only count FBS recruits, and there are far more (often attractive) FCS teams to play for in the Northeast than there are elsewhere in the country. Michigan, Wisconsin and Minnesota have 0 FCS teams, and Ohio only has 1 that grants scholarships. Massachusetts and Connecticut up until this year had 7 FCS teams, with another 14 just across the state line in eastern NY, RI and NH. Obviously the 5 star recruits very rarely go the FCS route even for Harvard, but those 21 schools soak up a lot of solid players who don't expect to have NFL careers or who want to be assured a starting spot. The UMass team which nearly upset Michigan last season was more than half New England players. As recruiting goes, it's certainly no Florida, but it's not as horrendous as the numbers suggest. I hope we continue to have a majority Northeast team after we move to FBS.
