Still over 10 million last year, which was less than half as much as the 23.6 million in 2020 and well down from the high-water mark of over 55 million in 1998. It's still very profitable, though, with ad-rates running from 1.7-2.2 million per 30-second spot.

As with many things last year, COVID had an extreme impact on the Oscars as movies theaters were so shut down in most of 2020. It's still nowhere the same for movie-going outside of a massive hit like Spider-Man.
On the flip side, those smaller Oscar-type movies are being increasingly funded by the large streaming companies, so they actually have had more viewers compared to those same types of films in recent years. It will be interesting to see if that actually helps the ratings for the Oscars this year or not.
The "People still xyz?" trope is tiresome. The world is certainly much larger than any one of us and/or our specific family/friend group. While Oscars ratings are way down, so is everything else on TV. It's still one of the largest TV events of the year that isn't an NFL game or super high profile sporting event (e.g. CFP, NBA Finals, World Series).

Is there a lot of overlap between the audiences? I know I would fall in the group of very interested in the NCAA tournament, no interest in the Oscars.

The Oscars have been increasingly irrelevant the better part of a decade.
Seinfeld said it best ...
"Honestly, it's beyond me that we feel the need to set aside a night to give out these jagoff bowling trophies six times a year so all these people can pat each other on the back about how much money they're making boring the piss out of half the world. ....
I don't know why we're so fascinated with actors in this culture. They haven't got a thought in their stupid bed head, hairdo mini-brains. "We must honor this man! Why? He pretended to be Bob Johnson! He's a genius I tell you. It's genius what he's doing!"
Playing dress up and pretend is not genius ladies and gentlemen. It's not genius.
Roll the cameras, put on these clothes, stand there, ready?!?... Say what we told you to say!" Fantastic!! He did it!! Give this man a huge golden trophy! He's a god**mn genius!"

Are there, though? And I would think that even if there were more raw numbers of "people with TV availability" now, there are likely less people with cable/OTA availability now.

I kind of agree. Most little old ladies from Pasadena don't watch NCAA and most real folks don't watch Oscar's.

IMO, the reason the Oscars ratings have plunged so much - and they were plunging before the virus hit - is that the producers have moved away from the "little old ladies" and have tried to revamp it for a young, woke audience.
But as sometimes happens with these kinds of moves, you end up really alienating your traditional audience without really capturing the new target audience, and you are kind of sunk.
Not that I'm an expert on TV, LOL. But that's my feeling.

I always thought is was so smooth how it did this. The comedy is embedded in such a way where you're not 100% certain if the entire thing is a bit or if it's truly how he feels on the subject. Initially, the entire audience is laughing and then it starts to fade in and out as some are probably thinking "Hey, he's talking about me!".
