Definitely October. This is not a bad idea. The only down side is all the volunteers it takes to orchestrate such an event. TU hosted a marching band event back in 2014 or 2013. I can't remember what it was exactly. They had probably about 50 of us from TU's band volunteer during the day and then we all had to come in to play an exhibition (halftime show) that evening. It may be profitable though if you can get the top 6A bands, along with other top end bands (i.e. Berryhill, OK, Bentonville, AR) to come to it.

Hold out and wait. If ESPN gives a a low ball offer go with NBC Sports for Tier 1, FS1 for Tier 2 and Fox Sports Regional or Amazon Prime or Twitter for Tier 3. Though you can be completely bold and give CBS and CBS Sports Network the Tier 1 and Amazon Prime the rest of the rights. Its simple.
