That's probably it...not eliminating tailgating, but eliminating freeloaders who purchase one parking spot and then take up 4 or 5 parking spots.

That makes sense. You can buy more than one blue lot pass. You just have to have it displayed for your tailgate spot. But most don't and there has been no enforcement.
