Putin put him there since he's one of the few idiots that can maintain half-control of the region.
Russian LGBT issues do exist in the major cities, but it takes on a different face and isn't nearly as harsh (although it is rather unacceptable).
This is more of an extremist Muslim thing than a Putin thing. Something should be done about it, but it's hard to define what since you don't want to lose thousands trying to correct the sins against 100. Sanctions have already been in effect for a while now, so that's off the books...
Chechnya is a chithole. Meh.
We can do more. We should do more. Asset seizures, bans on travel for people tied to Putin's genocidal regime, taxes on the FIFA World Cup, etc. We can also put groups materially supportive of Putin's attacks on LGBT persons on the terrorist list and make fundraising for them illegal.
This is real genocide folks. Dachau on the Don.
Wrong.
The solution is to offer refuge for those affected. You cannot change these people. All you can do is try to help others before the reach the same fate. Taking further actions against the Russian state because of something happening in an unstable Islamic region is not good social policy.
Taking a few million away from an oligarch isn't going to save any lives.

But making it impossible for him to travel to Monte Carlo or the Costa Brava is a big deal. What's the point of being an oligarch if you can't enjoy it?
And why are we providing tax free treatment to groups in the US who support Putin's genocidal regime

No disrespect meant at all, but at Tom's late age and diabetes I would be more worried about an mighty God than Vladamir Putin. You don't want to be sharing a room with Vladamir in the here after.

I wonder why the Clinton Foundation is tax free myself. Good question
RE: Vladamir Putin's regime opens Concentration Camp for LGBT persons
Tom only "cares" about gays in 1st world countries like Russia. The gay/lesbian/trans people in the Muslim world that are hunted down and murdered in the street are of no concern for him.
He's so abnormally focused on Russia, that it begs the question... "Why". Maybe he's got a crush on Putin, and that's why he can't keep his eyes/mind/thoughts off of him. Putin is a pretty much an Alpha-Male... maybe Tom finds him irresistible.
Here ya go Tom... here's some of that Russian Man Meat you can't get enough of.
