The issue is not use of personal e-mail accounts, the issue is use of non-secure servers and communication links. If I access my personal email only through a secure server and link, then there is no violation. I don't know that they did or did not do that, the article does not make that clear.
Without that clarification, it is impossible to determine whether they did what Hillary did.
I'm guessing that you have a personal email. I'm guessing that you can access it at home or at work. It's not the email account, it's the machine that you access it on.
The big difference is that the material between Rice's assistants and Powell was that:
1. It was not classified at the time
2. Shouldnt be classified now
3. As SOS, they own the classification of their own department information, therefore have the ability to declassify it even if it was classified at the time it was sent.( It was not, which is why they didnt need to declassify it ) Also, the material originated on unsecure servers. This material did not jump from a secure to unsecure system. It was sent unsecure, and resent unsecured, because it was not classified at the time.
This is what Hillary's team and the current state department tried to do. They tried to say that the Obama state department could declassify her material and make it legal. That is only true of material originating from the state department. Her problem is that she had highly classified material that originated from other departments, and the state department isnt allowed to declassify that material. The whole brew-haha over those two emails earlier in the year was to try to get those departments to say those emails arent classified. That didnt happen. Since then, more "above top secret" materal has been found, as confirmed by the right wing conspirators of the Obama state department. Some of this material is at the highest level of classification, so high that the IG had to have his top secret security clearance elevated to the highest level just to be allowed by law to read it.
Also some material on her server is both classified and remains classified. She has tried to modify her claims that this is just an inter-department disagreement on the classification. It is not. There is no disagreement on human intelligence, SAP, and other born classified matierial.
She's toast. The FBI will refer her to the AG. Not sure what the AG will do, but at that point it wont matter.
