Honestly, the Miami Beach Bowl needs to move to Texas--preferably near Dallas. That's where our new HQ is likely to be in the future and it would make the perfect tie in to the city. It would be much easier to manage the bowl if our HQ is nearby.
I live in Texas, so don't take offense... but I don't see the MBB moving west. We do have more eastern teams, and those folks think Florida in winter for vacation. Miami having only one other bowl, and that brand new venue wanting a game, made it the perfect marriage.
Now getting a tie in for Dallas would be very smart. Pick up the HOD, or make that Austin bowl we were working on, and the NOLA bowl too. Your plan above is great. We need to make thinks easier for the western fans as well...
True. I only suggest Dallas because a bowl needs some staff presence to organize and train the volunteers who help it run--as well as helping the bowl gain traction in the community. Its easier if the bowl is the same place as the Conference HQ. The AAC HQ is expected to eventually be in Dallas once the current lease in Providence expires. There are more eastern teams--but we have virtually all eastern bowls when the balance of teams isn't really all that far from being 50-50 (Its 7 of 12 in the east right now).
When exactly does the lease in Providence expire? Yeah, we need HQ in Dallas right now and HOD, Armed Forces and Nola Bowls as full in tie ins in 2020.

I'd bet it's more likely that this fluid-ness will flow against us than for us. E.g., I could easily see the SEC dumping us in the Birmingham bowl for some P5 team.
All P5 are adopting policies to play more P5, not G5.
I don't think there ar any available P5's to jump in to be honest. What I think is more likely is the P5's dropping any CUSA tie ins like HOD and Armed Forces and substituting the American. I also think some have too many tie ins and could drop 1 from their lineup. Like the SEC could easily drop the Independence which would be a nice get for the American vs the ACC. I would try to work with the ACC to get their 6-8 teams to fill the Independence, Military and Miami Beach. Get 3 yrs HOD vs Big10 and 3 years Armed Forces vs Big 12. Keep the Birmingham vs SEC. That would be 5 P5's and then have 1 versus the MWC maybe rotating between the Poinsettia and the Las Vegas where if the Pac12 doesn't send a team we move from Poinsettia and if not we stay in the Poinsettia. Then 3 lower bowls like St Pete, Cure and maybe New Orleans vs the Belt, CUSA or MAC. Still no marquee one but hopefully the ACC tie ins would yield a quality team for the leagues champ.

The only champ vs. champ that might be down would be AAC vs. MWC ... and as we have seen, the Liberty Bowl tanked that idea when it was CUSA vs MWC. The other issue also with this Champ vs. Champ in this scenario is conceivably either conference's champ could be in line for a better bowl in the playoff.
