I would agree with you regarding academics if athletic director's were the ones making the decision on expansion. However, since it's the university presidents making the decision, I think academics will probably be a factor. How much of a factor, I have no idea.
The factor then is perception, bias, subjective ratings - there's not a practical difference in the education that can be had (where similar disciplines are offered) between virtually any of the competing universities. I have a daughter who completed 2 yrs at UGA & finished at Kennesaw St - guess where the better education was found? Another child started at UGA & finished at GA St - same result. These "nat'l" ratings of schools after the top 50 are just perception & relationship based in many cases. Ironically this is the same bias I mentioned above where the Indiana's of the college world think they are above some of us in the AAC when the facts are they couldn't compete in the AAC either despite the additional $25-30M they receive.
Not really fair to compare FR and SO years when most of the classes taken are the core FR and SO classes, which usually means large classes.
No less fair than the subjective ratings, but just opinions & observations from a father paying the bill & seeing the results, anecdotal for sure.

I don't disagree...I mean, where would Oklahoma State be without Mr. Pickens? However, I can't recall any other program that has had a corporate supporter go public with a promise of financial support if said school is invited to join a power conference. I don't like the inference that we are "buying" our way into a power conference, but I can understand how those on the outside would perceive it that way.

I don't get too ruffled about 'cheating' and money deals and whatever.
All part of the game in reality - if you're part of the big boys table, nothing gets said...if not, it's worthy of a Behind The Lines episode.

But folks want to get up in arms about honesty - i.e. - big money behind a program being a major influence.
