No he didn't. He got a max contract in LA. He said that he wished he would've stayed in Orlando, not that he screwed up his contract. The Orlando brass screwed the pooch there.

Orlando's argument was that since they didn't have a state income tax, Shaq would come out ahead in Orlando, ignoring that Shaq wanted to go Hollywood and in addition to the team playing more money, Shaq would have more endorsement opportunities in LA. This was before the NBA had caps on an annual salary, so Orlando literally could have paid Shaq whatever they wanted. Unfortunately, they didn't bring in the money that the Lakers brought in and their payroll was already high. The Magic didn't have the cap room to pay Penny his rookie year. He only made a million or so that first year. They came him a credit limit of $20 million because they couldn't give him the salary he was due. They were able to give him a bigger deal after Penny's rookie season. Horace Grant took a small salary to come to play for the Magic. A lot less than the Bulls could have paid him. So the Magic was making spells to pay their players.
But Jerry West was making room to pay Shaq. He traded George Lynch and Anthony Peeler for basically nothing to the Vancouver Grizzlies. He traded Vlade Divac for the rights to Kobe. He was obviously going to make a play for Shaq. The only thing the Magic could do was overpay Shaq. That would be the only thing other than offering a team that would compete for championships for ten years. But the Magic's brain trust was outmaneuvered.
My mom used to get Jet Magazine. There was an issue in 1992 before Shaq got drafted saying Shaq would only play for the Lakers and he was willing to go overseas to play basketball if he couldn't play for the Lakers. So going to the Lakers was Shaq's destiny. But the Magic had a complete team. They just didn't have a great coach or forward thinking management. They had management that lucked into Shaq and Penny whose clock struck midnight when Nick Anderson went to the free throw line.
Shaq's legacy is great. Would probably be better if the Magic would have paid him the money and he stayed in Orlando. The Magic would have probably won five or more had they gotten rid of Brian Hill and brought in a Phil Jackson or a Gregg Popavich.

In the 30 for 30 it said the Magic eventually matched LA's offer, which in their minds was a better offer due to no state income tax. However, by the time they matched, it was too late and Shaq did not want to play there anymore.

Heard GP say the other day that Pastner tried to hire Penny every year as an AC. Penny always turned him down. Truth should slow down the whole "Tubby should hire Penny" mantra.

Unfortunately Penny's body had already started to betray him before Shaq left and the Bulls were going to win their 3 regardless. So Shaq would have been playing with 1/2 a penny trying to win a championship, he would have never had the success he had in LA.
