??? We don't have the personnel or budget to scout opposing teams in person. I assume we get some film or video feeds.

First of all any arm injury is serious. A player's health must be first and foremost. Considering how many weeks are left in the season, his age and the fact he isn't even throwing yet would you take chances with an elbow injury that could heal or risk hurting it further?

You're operating under the obviously false impression that this was Tuesday's starter... or even of so, they Graham intended on him going more than a few innings on Tuesday. ONE way to develop arms is to pitch three of them in a game where it doesn't really matter that much if we win or lose... (of course winning is better than losing, but they are #1, so we 'rise' just by playing them, and don't 'rise' meaningfully more by winning... whether it is a 1-0 pitchers duel or a 16-2 shellacking.)

Spot on, Bones, and the score was 6-2, with two guys on base and only one out in the 8th inning, when Willy came in. We could ill-afford to lose this one, and as several of us pointed out in a thread a couple days ago, winning the weekends and conference games are far more important than mid-week games; even against Top 25 opponents. Series W - L record is one of the criteria the Selection Committee takes into account. We're now 5-1 in weekend series on the year, with one of those teams ranked in the Top 20, and another two in the Top 60. Willy threw less than 20 pitches today, so there's no reason he won't be able to start and throw another 50 - 60 pitches on Tuesday. Otto should be able to give us a couple innings on Tuesday. Hopefully, Myers' back will be feeling better and he'll be able to give us an inning or two on Tuesday. Sure, the Aggies could give each of their weekend starters a 2 - 3 innings each, given none of they made it out of the 3rd inning this weekend, but they do play a solid Geogia club next weekend.

I'd love Rice to 'develop' a bullpen (in game situations), but I just don't see the opportunities you must be seeing.
If we scored early and often, then yes you can have practically anyone out there for an inning or two. I haven't seen too many of those this season. Until then the pitchers not being used in game situations will need to hone their craft in practice. (I assume Rice has a pitching coach.)
Rice is sitting third in conference behind FAU and Southern Miss and last I looked was projected as a third seed. So I can't think of too many future games we can earmark as preseason or developmental.
In fairness to Rice, we have played the #1 OOC schedule and after starting 6-7, are 11-3. We also have not played USM or FAU, so I think it's a bit early to start worrying about our position in the conference.
Regarding the pitching situation, we definitely need to develop a few more arms. Otto, Myers, and Amador seem to be a solid if not exceptional three behind the weekend trio. We need Solecitto, Kravetz, and the other freshman to really step up. Also noticed that Orweiler hasn't pitched in a couple weeks. He could be another option.
I don't think Parthasarathy's injury is TJS, as we would have heard by now. Walt seems to know what it is, but won't tell anyone. In an unexpected move Howlmaha, the anti-Walt, decided not to tell us either!
Correct, and FAU has so far played to a Strength of Schedule ranking of #195 (vs. #6 ranking for Rice). Again, aside from beating Mississippi State twice at home opening weekend, who exactly have FAU played?

A lot has to do with mismanagement of the bullpen not the bullpen itself.
