ODU.. they may have written that in there, but they do NOT follow it. In fact, the only time I can think of where this was even brought up in discussion of commemorative stamps was Pope Benedict, because of his reported time in the Hitler Youth.
To my recollection, that was the ONLY time they ever mentioned that rule, and it was simply because they had no idea what to do because of Benedict's past. All other times it was not even considered when a religious figure has been discussed as a possible representation.

Harvey Milk at 33 was a closeted REPUBLICAN who had no interest in Gay rights. I'll see if I can find the passage in the book tomorrow. I own it and have read it. Perhaps you can direct me to the page reference?
Milk did, like many straight and gay men, date younger. But I'm not aware of any situation where he dated someone under the age of consent.

White resigned after Milk (along with the support of Ronald Reagan, who was appalled at White's bigotry) winning the fight to stop the Briggs Amendment.
White was a very anti-Gay person. His entire tenure on the Board of Supes was about that. He was so bad that Ronald Reagan had to campaign against his initiatives.
