First, state courts *can* exercise concurrent jurisdictions on Federal matters, and state prosecutors *can* bring Federal charges -- unless specifically preempted by statute on the charge, or by the local US Atty Office.

Assuming that NY DA failed the above test, the issue in this instance is whether a local DA can *charge* and *prosecute* a Federal crime. The Federal crime was *not* charged and *not* prosecuted in the Trump case.

Nothing at all prevents a DA from making an uncharged Federal crime a predicate crime for a state charge. State prosecutors use Federal crimes as uncharged predicates in state RICO charges all the time.
