Each team had 35 picks in the draft. Since the rounds were by position, a team could draft a second player at the end of any round by passing a pick in another later position group round.

For example: The Stallions chose to draft 2 OTs in round 7 in exchange for one of their DT picks (Round 26)

They didn't. The Stallions passed in the 23rd, 26th & 35th Rounds. They made 2 picks in the 4th, 7th and 21st Rounds.
