It would not have caved into any long term concessions for a one year safe harbor.
The Big 10 didn't play until Oct. 24 and no teams played non conference regular season games.
The MAC didn't play until Nov. 4 and no teams played non conference regular season games.
The SEC didn't play any non conference regular season games. If Florida, Georgia, South Carolina, and Kentucky didn't play their in state rivals, they weren't going to play Notre Dame.
The Pac 12 didn't play until Nov. 7. Very few teams played non conference games and only did because conference games were called off due to COVID-19.
The MWC didn't play until Oct. 24. When they announced the resumption of their schedule, conference members were allowed to reschedule BYU.
The FCS season was in the spring.
The ACC rule was "The nonconference game must take place in the home state of the ACC institution," So if Notre Dame wanted to play any ACC team it would have to have been a road game.
Good luck putting together a schedule for 2020. They probably go undefeated but their schedule wouldn't have been any stronger than Cincinnati and without a win over Clemson I would have taken Texas A&M over them.
