Of course it is. The 20 year old in me says "screw the ATF!" while the more mature version doesn't wish to become a felon. As screwed up as the application process is I'm not sure if it's a sound strategy to wait and see if this is challenged and a TRO issued against it.

That's the thing. Unless they plan to go to every damn house in the United States, there's no way to credibly enforce such a plan.

They say you are good as long as you apply in the 120 day window, but I wouldn’t wait until the end because that site is going to get CRUSHED the last few days and I promise you the ATF isn’t exactly “cloud native”. They probably think kubernetes is an imported Turkish shotgun.
