floorboard doesn't mean under the seat. the guns you quoted were in a backpack that belonged to the passenger WITH a CCW. collier had a loaded gun under his seat, singular. he clearly thought he had a CCW, but was sadly mistaken or else his gun might have been in the backpack too and none of this would have happened.

they did not need to make anything up to search the car in this incident

street racing in Orlando allows the car to be impounded for 30 days on the first offense and cars that are impounded are subject to search

if the cops needed a reason to search the car they could have simply said they were going to search it subject to impounding it
