One thing, I do think the NCAA should have done. Reward teams in Pools with 6 games wins an assured spot instead of saying APR is the only thing needed this year. It would be wrong to leave any 6 win team out that is in a pool that does not have an official tie-in to allow a team that played less games and has losing record to go.

I imagine conference ties are going to decide who goes and who does not. Everyone with good APR is eligible for a bowl this year so a lot will stay home.
As of now we know 14 teams that usually would play in bowls will not go bowling this year. That's a lot, and we aren't done with this yet.

I don't really see the point of bowls this year.
1. 15 more days of practice. I want it for my team.
2. Football players want to play football. For many of these guys, it's a last chance to strap it on, with the added benefit of tours, aiding local charities etc. I bet they still want to do it.

Navy lens - this year's 26 seniors will be USMC 2LTs and Navy Ensigns this time next year, even if they have a COVID-year of eligibility in their pockets.

I'm interested to see what BYU announces on 12/12 (the last scheduled game at home) as far as honoring "seniors". DB Chris Wilcox has already come out and said he graduated last summer and would make a run at the NFL so won't be returning. There is a handful of guys who will have eligibility left due to covid-exception or otherwise who are expected to jump for the NFL (QB Wilson, OL Christensen, Hoge, and probably Empey, DL Tonga, etc.). They usually only honor those on that last day who are not planning to return.

IIRC, the SEC actually has a rule about that: Bowl games with SEC tie-ins can't match an SEC team with an in-state opponent unless the SEC team agrees.

Yes, we already know that their are 7 fewer bowls, meaning 14 fewer slots, than normal, and more bowl cancelations are likely. That's almost 20% fewer slots and counting.
IIRC, the Liberty and ESPN deal means ESPN can place Liberty in these bowls:
Boca Raton Bowl
Camellia Bowl
Famous Idaho Potato Bowl
Frisco Bowl
Myrtle Beach Bowl
New Mexico Bowl
The good news is, so far, none of these have been canceled. Bad news is this is a secondary arrangement, meaning Liberty only will be placed if a conference tied to a bowl cannot fill its slot. But the NCAA has basically made everyone not on APR or infractions probation bowl-eligible. The virus could work in Liberty's favor, causing teams to maybe cancel their bowl appearance such that Liberty could possibly step in at the last minute. But it looks dicey for them.
