JFC, your own ******* party wants it on a national level. On the surface it's a valid point you brought up except your point would be DOA in a Democrat controlled bicameral chamber at the capitol building. Modern Dems would NEVER put a Federalist style solution forward.

Biden held no nuanced position on integration that relied on Federalism. Even back then, the Democrat party was routinely in favor of enacting these policies on a national level. Otherwise, the Dems would not have pushed the Civil Rights Act of 1964 and allowed the state and local gov'ts to unwind the racist laws and lack of enforcement of existing laws to create more just communities. That was the position of Barry Goldwater - that the Civil Rights act was unnecessary meddling on a national level where simply enforcing the existing laws equally across everyone would have yielded the same results. Kennedy and LBJ (who himself was a racist until he died) championed it.

The reality of it was Biden was - and still is IMHO - a racist in the typical Democrat mold from those times. As was par for the course since LBJ's Great Society was kicked off - most Dems were racists who used the welfare state as a means to building a long lasting subservient class of people who will be given "just enough" to keep them voting Democrat. There is no desire to fix these long standing problems to allow EVERYONE to maximize their potential - just a desire to grow a dependent class who will obediently vote per the will of their political masters.

As JRSec has pointed out a billion times, all you have to do is examine the education system. Poor inner cities are the shitholes of America for an evil reason. What have the democrats done to solve this very serious problem? Fight every attempt to give these poor people an education, that’s what.
