Operative word is INVESTIGATING. AGAIN, he's trying to offer hope and encouragement. Maybe FDR in the 30s should have told the U.S. that the Gov't cannot solve the Great Depression challenge (which is true) - and that the citizens need to realize that they're going to be screwed over for at least a decade unless we start a war.
