Trump does raise a real problem that has haunted government since the turn of the century.

The Senate has to approve 4,000 presidential appointments. That's a ridiculously high number. Starting in the W Bush administration, obstructionist Senators have started to ensure that hundreds of those don't receive votes. This severely handicaps the ability of the government to do its job.

As for the threat to adjourn the Senate, it's quite literally written into the Constitution that the President has the authority to do so, as your link says: "Article II, Section 3 of the Constitution grants Trump the power to "on extraordinary occasions, convene both Houses, or either of them, and in case of disagreement between them, with respect to the time of adjournment, he may adjourn them to such time as he shall think proper."

My guess is the DC swamp critters will misjudge things again and they won't do it. The Drumpf will adjourn both chambers, make numerous absentee appointments, the MSM will have their 9 hundred and 78th meltdown in the past 3 years.

Is he allowed to adjourn them if both the House and Senate agree on the adjournment date? I believe that is the case.

The better question/topic is how long has the practice of proforma sessions been going on and how does the extent of their historical use compare to their usage today?
