IMO that is your best pairing for value and markets. WVU enhances football and hoops and produced a decent baseball team this past year. T.C.U. not only enhances football and baseball but brings the market size needed.
And to Evil Vodka:
The SEC's plan was to add Texas and Oklahoma to set up these divisions (at least until we go division-less).
West: Arkansas, Louisiana State, Mississippi, Mississippi State, Missouri, Oklahoma, Texas, Texas A&M
East: Alabama, Auburn, Florida, Georgia, Kentucky, South Carolina, Tennessee, Vanderbilt
No need for cross over rivalries. Move to a 9 game conference schedule play 7 division teams and rotate 2 a year from the other division. You play everyone in 4 years.

So long as consolidation keeps making financial sense then rights-based enormous conferences are becoming more plausible. Disney provides the households and population of the eastern seaboard and the intensity and fanbases of the South. It then gets to oversell the fanbase intensity into the population centers and turn 2/3 of the country's population into in-state carriage rates. Imagine a four-or-five channel ACCN-SECN-LHN combo behemoth with three major studios and combined carriage revenue that would rival ESPN itself. FOX cobbles together what is left (the Great Lakes, Plains, Rockies, and Pacific Coast) into the other half. Both leverage their OTA in-house arms to take really big games and turn them into massive viewership affairs every week.
If we do get there (Disney: Big12<->ACC<->SEC .... FOX: B1G<->PAC12) it frees up scheduling to go back to being regional while still getting national big bucks from TV. At that point you're maximizing not just TV dollars but gate dollars and all the various side revenue streams that come with full stadiums. ESPN isn't really that interested in Missouri-Vandy ... nor are either of those schools. But Missouri-Kansas? Well that's another story.

I don't think TCU does anything for the ACC. Just adding bodies.
If you aren't catching up to SEC/B1G it is just rearranging chairs on the deck of the titanic.
You need to do something more extreme like Hokie noted like combine Big 12/ACC.
The southeast AND Texas AND size might be enough to change things a bit.

I think some Big 12 schools will be left out in the cold like some Big East schools. A WV add is a no brainer it just fits, after that short of ND which schools in the Big 12 brings the most tv money that are not Texas and Oklahoma and if we take a Texas school will we have to take more than one to make it work?

20 team football and eliminate divisions, but have 5 four-team scheduling pods to create 3-permanent, 5-rotating games

Unfortunately for Houston, Texas A&M is right down the street and Espn already owns that area that’s why the Big 12 would not add them. If two were added to the ACC I think WV and Kansas if four add TCU and Texas Tech.

Yes, Liberty is willing to put the money into athletics. They are basically going to pay their way into relevance and we can already see it happening.
Granted, any major conference inclusion would probably come with student protests, like BYU. Personally, I don't care if they teach the doctrine of the long eared donkey, Joseph, and the Talking Walnut. It's a private school and they can do what they want.

Texas is the only school out there that works. Notre Dame is already locked-in the ACC if they decide to join a football conference, so leave #16 open for them.
Texas would be similar to the FSU and Louisville moves. The FSU move was great for FSU because the Seminoles joined a power conference that wasn't the SEC, while helping raise the profile for ACC football. It would be similar to the Louisville invite because they aren't a geographic fit, but once again, dedicated to football. Granted, Louisville sort of forms a bridge to Notre Dame, and should be their primary basketball rival, but that's a different story.
PLUS, with uneven divisions the ACC can apply for a waiver and create their own 8 game schedule to manipulate big TV games and regional rivalries.
A Texas schedule:
at Rice (Reliant Stadium if need be)
vs Virginia
at Duke
vs Clemson
at Georgia Tech
vs Miami
vs Notre Dame
at Louisville
vs Oklahoma in Dallas
vs North Carolina
at FSU
vs Texas A&M (if they cooperate) or Texas Tech/Baylor –Rivalry Week–
* That being said, I don't know why Texas would want to leave their kingdom. If they did, I believe they'd choose the ACC over the SEC, just like FSU.
