tiger has always played the more prestigious tournaments on the hardest courses. he plays the majors, the world events, jacks tournament, arnies tournament, and a select few others. he was won 82 times on the tour.; if you think he picks courses where he believes he will play well there is no hope for you.

Here's a counter I posted to your "correct" original statement. The stats and data are still accurate.
Tiger literally put everything into the Masters. He's been far less than 100% since then. It doesn't surprise me in the least that he isn't attending, and it's honestly a little shocking that there was so much false hope that he would be attending. Tiger is old (for professional golf), has had career-threatening injuries, is currently injured, and has more money than he knows what to do with. I doubt we'll ever see Tiger in Memphis. I doubt others would play under those circumstances, either.
