I assume you have not been paying attention to the news in America for the last 2 years. Any allegations into a superior having "involvement" with a person under his chain of command has to be investigated. It is not even a question any more.

This seems like a pretty easy case:

Allegations are made, in writing by an attorney.

Bowen is notified of allegations.

Bowen resigns.


Maybe he was disgusted with allegations because they were so ludacris and he was on his way out the door already so he said see ya, maybe he has a habit of bad actions and knew it would result in scandal so he resigned hoping it would never come out... who knows, but this is obviously the chain of events.

So no investigation.

Exactly. I just don't understand why so many people are having such a hard time understanding this.. I would imagine they get stupid reports daily. They do an "investigation" see that it is crap and dismiss it. With Bowen, instead of doing an investigation and dismissing it, Bowen decided he would rather resign. Take it for what it is worth.
