I got the point. The question stands. How is money from student fees used for athletics? Is it folded into what ODU offers coaches for salaries AND to field the sport itself? If so, that might help explain why our coaching salaries are lower than our non-Virginia CUSA opponents?

I think student fees get allocated to athletics and are used in the operating budget of the AD.
We get considerably more from student fees even with the Cox law than most CUSA schools though. My understanding though is our athletic budget gets inflated due to VA accounting policies. How much? I don't know but If other schools were made to account for athletics as VA schools are their budgets would be higher. But so would their subsidies, nobody's under reporting their ticket sales or contributions. Coincidentally we have the highest self-generated revenues in the conference as well so the question of why we're not paying our coaches more seems valid.

Student frees aside, I think the point was that we are at or near the top of CUSA with overall athletic spending, but at the middle or below with respect to coaches compensation.
And performance of Athletic teams.

Football- middle/right below upper
Basketball- upper
Many of the womens sports seem to do well
Thought soccer and baseball have been doing fairly well except for baseball this past season.
It would be interesting to see a comparison on how ODU fits with it's conference mates overall.

I would think you would use multi-years. Without looking, I would guess we are behind WKY, Marshall, MTSU, and LT over the past 3-4 years. Probably Southern Miss. Seems middle-to-upper middle without doing calculations. I know our football outsiders rankings would be somewhere between upper and middle of pack.

Sure, but isn't it more meaningful to look at divisions since that's how final standings are calculated? Looking at the east I'd say we are only ahead of FIU (and that could change soon) and Charlotte.
