The publication of “the Mueller Report” (does that actually exist?) in no way hinges on partisan control of the US House of Representatives.
But I do agree with Marc Mensa’s point that the November 2018 elections to the House of Representatives are critical for the Trump Administration and the country. If Democrats take a majority of the House, the Judiciary Committee under Chairman Nadler will absolutely initiate an impeachment inquiry. Indeed, I suspect such an inquiry would be the Committee’s very first order of business. If the Democrats can take a majority with at least 8-9 seats to spare, then the result of the inquiry becomes a foregone conclusion, and the Democrat-controlled House will definitely vote to impeach President Trump.
Whether the American voters support such actions, or not, is the most pertinent question as they get ready to vote for Congressional candidates later this year.

The last first term Pres lost an astounding 63! seats in the first off year House elections. I think it was termed “a shellacking”.
Clearly anything short of that is an utter failure.

Nope. They got NO chance of voting out articles of impeachment without actual proof of criminal wrong-doing. They might get to say 60 votes of the Maxine Waters, Al Green, Ellison Ilk. That’s about it.
Believe it or not there are still some relatively sane members of the dim House.
They try and pull a stunt like that “jus cause” and they’ll lose 85 seats two years hence.
