Which would save more lives...

a) Comprehensive hunter and gun safety starting in middle school and ending with hands-on firearm training in high school,

or

b) banning 18-21 year old from owning firearms.

Or... or.... just make them ride the big yellow bus to and from school, and otherwise they must stay in the house.
