The privilege from arrest clause is pretty common across the states, and is in the Constitution as well.
Quote:The Privilege from Arrest Clause provides a Member of Congress a privilege from civil arrest only, but not from other civil processes. Even the privilege from civil arrest would be valid only while Congress is in session. Article I, Section 6, Clause
For instance in Illinois, a state rep or state senator cannot, except for treason, felony, or breach of the peace, be detained by law enforcement if they are on the way to vote.
Back in the day we were all under the impression this would probably only ever stand up for traffic offenses. (725 ILCS 5/107-7) (from Ch. 38, par. 107-7) and while hazy, I think I do remember some members claiming Privilege from Arrest for DUI offenses while in legislative session.
Tar and feather any politician who ever claims this privilege.

I guess its just for some money because if Morgan Stanley actually has emails, then he'd be foolish.
