The Japanese didn't do that in large numbers until they were losing the war and were desperate. Just saying.

I'd say that is where ISIS is finding itself. While I'm sure it will again reinvent itself elsewhere much like a plague, their caliphate in Syria and Iraq is slipping away and the enemy is closing in on the gates.
