When you look at the students, often there are a good number present but because they are so spread out - it doesn't look like it and there is NO ENERGY.
If they were standing side by side - there would be instant energy. That energy turns into atmosphere. It's just hard to create when they are not in a confined space. I'd actually move my band behind the basket (where the students don't want to sit) and let the students surround them.

Atmosphere and traditions are manufactured.

They don't need to cover any sections. All they need is an usher directing them where to sit. Right now, they walk past the usher and sit wherever they want. They did what I'm suggesting when I was a student at UT. It left no space between seats in the front section. And when big games happened, the section looked packed. The students that never came to games were able to pick up the chants quickly as they were led by cheerleaders with signs.

Which leads to my second suggestion; Get the cheerleaders to lead cheers. It's literally the purpose of them being there. Currently, our cheerleaders have their backs to the student section and don't do anything other than a few routines, throwing out shirts and the handwalking thing.
