There is no actual rank. Bowls may pick whoever they want as long as the champs are accomodated.
For example, if Troy won the league, but every bowl decided they hate all things Troy and refused to take them, they could do so, and it would fall to Arizona to take them.
Bowl Order: New Orleans, Dollar General, Camelia, Cure, Arizona
If UL goes 6-6, it won't matter what Troy finishes, New Orleans will use its first pick to take the Cajuns and their 40K fans. Otherwise, New Orleans likely takes the Champ. Dollar General picks 2nd and has said multiple times that if the champ is available, they will take them. Otherwise it falls to attendance and other numbers. You know they'd love to have Troy if New Orleans passes on the Trojans. Otherwise AState and App would be at the top of their list. Unlike New Orleans, Dollar General has made it very clear they don't want to take the local flavor in USA, and would prefer taking a team that has to travel because it sells hotels.
Camelia gets 3rd pick and considering Georgia Southern's issues this years, they'll probably take the Troy/App/stAte team that does not get taken by New Orleans and Dollar General. The other option would be South Alabama. Dollar General won't touch the jags, but Montgomery would gladly take them. Problem is, it's more likely that Troy/App/stAte will travel similar to USA, so again hotels probably win out here.
Cure picks 4th. They'd give their left arm to have Georgia Southern if the Eagles are eligible, but if they fail to get to 6 wins, then this bowl can go anywhere, and is probably open for South Alabama.
Arizona picks 5th. If Idaho is open, they'll grab the Vandals because Idahoans vacation in Arizona in the Winter. Something about being cold in Idaho.
If we get a 6th eligible, than we have one for the bowl pool, and that could really screw things up, because if the SBC has 6 eligible, than they could actually choose to horse trade a Troy lets say out to a non conference tied bowl instead of force feeding a 6 win Sun Belt team to somebody. That likely sends that 6 win team to Cure instead.
