How does this work effectively?
Well, it works effectively from a political perspective.
It helps Clinton appeal to the extreme left of the Democrat Party, which, according to DNC documents from wiki leaks, was the legitimate winner of the primary with the Socialist Senator Sanders.
The Clinton machine, including the DNC, stole that primary.
So...now you have to keep the folks on the left happy so a moron like Trump does not win the general election. To do that, you co-op much of Sanders' agenda, regardless of whether or not you have any intention, or ability, to make it law.
Clinton is an untrustworthy sleeze bag. Trump is an untrustworthy moron.
Screw 'em both.

I'm ok with them screwing Bernie, he started it by running as a Dem. He wasn't one since 1979. He still lists himself as an Indy Senator now.

I think it probably works the same way that free war works for everybody.
Wait, war is never funny or free. I submit a LOT of our economic woes we experienced can be attributed to that "free war". All parties/sides are accountable.

Nothing is free, of course.
Students would pay back their college costs in taxes rather than in student loans. I hope they are able to process that point, but millenials don't tend to connect money dots very well.
Although I think of myself as liberal and progressive, I don't like this idea.
Those of us that grew up thinking we should pay our own way, work for what we get, or do without, are getting fewer and fewer in number.
I did have scholarships and a couple of thousand in emergency loans but for the most part it was pay as you go.

What don't you like about it?
I distrust plans that try to do everything for everyone. This problem is very complicated. I'd leave supplemental funding of state schools to states. Loan guarantees probably at fed level and should reflect very little more interest than fed funds rate. The $125,000 per year upper qualification is too high.
Sanders says we fund education thru 12th grade now and this is just an extension of that. We expect most people to be able to complete a high school curriculum. I don't think every person should expect they are able to complete a college curriculum to the extent they are employable in a college degree field.
There are alternatives to a full onsite college experience. Community college, live at home, work combined with an 8,10, 12 hour load, etc.
My daughter did 2 years at a Community College, got a specialized medical associate, got a full time job, then finished a BS at WMU on short loads. She lived cheap, didn't eat much, and it took a little longer. But today she is doing fine and graduated debt free. So it can be done without a fed intervention.
