Cyclone is correct. Princess Anne County and Norfolk County were concerned about Norfolk and Portsmouth trying to annex some of their land. In fact Norfolk already owned reservoirs in PA and laid sewer lines in the mennonite farms of Kempsville. PTown had its eyes on the rural area where Ches. Sq Mall is now. The counties didnt want any urban stuff coming their way and wanted to remain mostly rural. So they quietly worked out a deal with the sleepy tourist beach town of Virginia Beach to merge with PA county and the small city of South Norfolk to merge with Norfolk county. That put a stop to any annexation and ended smart growth and urban planning in the region for nearly 50 years. It did keep those areas rural/suburban for 25 years, but then developers moved in to create the hellish sprawl you see today. Thats also why the area now has no regional unity. Without those mergers Norfolk/Virginia Beach would likely be a greater city than Charlotte now. It was at the time and certainly had greater potential.
My assumption is they are not predicting there will be 7 Bowl Eligible teams from the MWC, but ONLY 5. Therefor they will fill the bowl slots with the alternate Conference selections. The back-ups for the last two at the bottom of the 7 MWC Bowl tie ins)

Anyone know what the tiebreaker is for the conference championship game? Just curious both Middle Tenn and ODU are in the EAST and if both were to end with the same recorder, neither play each other who would play in the CUSA championship game?

Per the CUSA Media Guide, the tiebreakers beyond head to head will be released at a later date. No idea if that's happened.
