It means that kids have too much time on their hands & we now have a new way for kids to be distracted & kill people while driving.

You're still responsible for where your car goes and hitting stationary objects. Illegally parked can be a contributing factor but the driver still be at fault

I first heard of Pokemon when my preteen granddaughters went crazy over them. They are now in their twenties and married, and I am hearing about Pokemon all over again. Is there a difference between then and now?

It really depends on the specifics here. Which cars are visible, etc.
