Ten dollar cover on Beale
Effective immediately there will be a cover after ten to get on Beale. You will receive a seven dollar voucher that can be used at any Beale bar.

Hey, I'm all for it. Hell, it's something I thought should have been instituted 10+ years ago to keep ne'er-do-wells out.
Bottom line is the vast majority of the "target demographic" of rabble rousers which they want to keep out are black. So, the creation of the cover is to dissuade those people from coming onto Beale.
If you want to argue with that, just wait about four hours and see who is disagreeing with the decision to implement the cover and why.

Overton Park is a public space and I believe it closes at 9 or 10 on weekdays.

That is the EXACT point. I was using "code" just like the city leaders and Beale Street Merchants.
The objective of the cover is to keep out the riff-raff.
The question is: who comprises the "riff-raff?"
And is the cover meant to keep "them" away?

It's not a street.
Edit: Beale Street is listed as an "Historic District" so access can be controlled differently than a regular public thoroughfare.
