There's one thing that's always overlooked in making international comparisons in education….demographics. We have large "ethnic" populations that have been perpetually behind the others in education.
Now before anyone gets all indignant and throws a hissy fit, I'm not saying we do poorly because we have too many dumb darkies taking tests. Regardless of why certain minority groups are falling behind, you cannot ignore this reality and pretend like education needs to be blown up and changed from the top down. If you close the gap between whites and underperforming minorities the US will be right near the top.

Until those minorities start believing and acting as though education is as important as the "majority" does, they will continue to lag behind. Funny how the orientals are a minority, but they aren't behind while some other minorities are.
There are large pockets of almost all whites in rural Appalachia that also lag behind - why, because they don't place the emphasis on it that other places do.
In other words, a big part of the problem with minorities and education is self inflicted.

There isn't a system you can design that can overcome apathy. People tout those schools in Harlem for their achievements, but they haven't done anything different from charter and private school as they cater to students and teachers that actually value education and provide an environment where knowledge is valued.

I know one tool in the public school's arsenal to push kids through and pretend like they were educated is the "No Zeros" policy.
Kid didn't do his homework? He gets a 40.
Kid didn't take the test? He gets a 40.
Kid never turned that in? He gets a 40.
It does nothing but help fudge the numbers the public schools are selling to the public.

You're confusing "curriculum," the way they teach, with "standards," which is what they teach and when they teach it.

I know as I got older, I naturally did this myself and your homework in the higher level math classes do this for you. Why do 20/5 = 4 when in reality it's multiplying 1/5 * 20 (or 0.20 * 20)? When you think of numbers as being place holders and as simply positions on a numberline, it makes the more complicated math much easier to deal with.
The goal is to get away from "plug and chug" concepts that really don't promote learning.
Good example of subtraction by addition below.
